How did old Tamil people calculated the time? I heard about the word "Naazhi", Ganam etc

Gnana Sambandhar, in his Thiru Mayilaappuur Thirup padhigam, which he sang for raising Puumbaavai, mentions various months and festivals.
Aippasi ONam
Thol Kaarththigai naaL
Aadhirai naaL
Thaippuusam
Maasik kadal aattu
Pangguni uththaram
Attami naaL
These are the festivals that he sang of.
You can see that he mentions Aippasi, Kaarththigai, Thai, Maasi, and Pangguni.

2) Is there any evidence for Thai to be the first month of the year (like in ThiruvaLLuvar Aandu)?

The Tamizh neraam and kaalam were interesting to read. Do we know if it predates Kautilya's time?
Here is how Kautilya (~4to2BCE), in Arthashasthra, calls a nalika = 1.5hours = 1 muhurtham = 3 and 3/4 naazhikai in Tamizh.
Book I, Chapter 19, The Duties of a King
If a king is energetic, his subjects will be equally energetic. If he is reckless, they will not only be reckless likewise, but also eat into his works. Besides, a reckless king will easily fall into the hands of his enemies. Hence the king shall ever be wakeful. He shall divide both the day and the night into eight nalikas [1.5 hours], or according to the length of the shadow cast by a gnomon standing in the sun: the shadow of three purushas (3/4 inches), of one purusha (12 inches), of four angulas (3 inches), and absence of shadow denoting midday are the four one-eighth divisions of the forenoon; like divisions in the reverse order in the afternoon.
