The Present Generation and Civil Services

Apart from cricket and the film industry,the civil service in india is one of the few institutions that has been able to transcend across class,caste and regional differences of our fascinating and turbulent nation.The role played by it by increasing national integration and acting as a steel frame to our nation building is stupendous.But of late,the political class is hell bent to convert the steel frame to a rubber one.The dotcom wave, increasing political interference,small salary package has made the present generation indifferent to civil service and to pursue greener pastures.But,what is really shocking is the treatment meted out to a genius like raju narayana swamy (who topped the 1991 exam).The following article potrays the disturbing scenario of how india is losing brilliant IAS officers.It does not portend well for india's future.Is is not surprising that the present generation views the IAS only for "biharis" (no offence intended) because the biharis demand exorbitant dowry for IAS grooms.

On passing out from IIT Chennai Mr. Narayanaswamy was offered scholarship by the prestigious Massachusetts Institute of Technology, USA. He who came from a middle class family believed that he had a moral obligation to give something in return for the lakhs of rupees the government spent on him as an IIT student. He had the intelligence and conviction to realize that this money came also from the poorest of the poor - who pay up the excise duty on textiles when they buy cloth, who pay up customs, excise and sales tax on diesel when they travel in a bus, and in numerous other ways indirectly pay the government. So he decided to join IAS hoping he could do something for the people of this country. How many young men have the will power to resist such an offer from USA? Narayanaswamy did never look at IAS as a black money spinner as his later life bears testimony to this fact.
After a decade of meritorious service in IAS, today, Narayanaswamy is being forced out of the IAS profession. Do you know why?
A real estate agent wanted to fill up a paddy field which is banned under law. An application came up before Narayanaswamy who was sub collector the, for an exemption from this rule for this plot of land. Upon visiting the site he found that the complaint from 60 poor families that they will face water logging due to the waste water from a nearby Government Medical College if this paddy field was filled up was correct. Narayanswamy came under intense political pressure but he did what was right - refused permission for filling up the paddy field. That was his first confrontation with politicians.
Soon after his marriage his father-in-law closed down a public road to build compound wall for his plot of land. People approached Narayanaswamy with complaint. When talking with his own father-in-law did not help, he removed the obstructing wall with police help. The result, his marriage broke up.
As district Collector he raided the house of a liquor baron who had defaulted Rupees 11 crores payment to government and carried out revenue recovery. A Minister directly telephoned him and ordered to return the forfeited articles to the house of the liquor baron. Narayanswamy politely replied that it is difficult. The minister replied that Narayanaswamy will suffer.
In his district it was a practice to collect crores of rupees for earthen bunds meant for poor farmers, but which were never constructed. A bill for rupees 8 crores came up before Narayanaswamy. He inspected the bund. He found it very weak and said that he will pass the bill after the rainy season to ensure that the bund served the purpose. As expected the earthen bund was too weak to stand the rain and it disappeared in the rain. But he created a lot of enemies for saving 8 crores public money.
The net result of all such unholy activities was that he was asked to go on leave by the government. Later such an illustrious officer was posted as "State Co-Ordinator, Quality Improvement Programme for Schools". This is what the politician will do to a honest officer with backbone - post him in the most powerless position to teach him a lesson.
Since he found that nothing can be achieved for the people if he continued with the State Service he opted for central service. But that too was denied on some technical ground. What will you do when you have a brilliant computer career anywhere in the world you choose with the backing of several advanced technical papers too published in international journals to your credit? When you are powerless to do anything for the people, why should you waste your life as the Co-Ordinator for a Schools Programme?
Mr. Narayanaswamy is on the verge of leaving IAS to go to Paris to take up a well paid United Nations assignment. The politicians can laugh thinking another obstacle has been removed. But it is the helpless people of this country who will lose - not Narayanaswamy. But you have the power to support capable and honest bureaucrats like Narayaswamy, G.R.Khairnar and Alphons Kannamthanam who have suffered a lot under self seeking politicians who rule us. You have even the power to replace such politicians with these kind of people dedicated to the country. The question is will you do the little you can do NOW? At least a vote or word in support of such personalities?
PS :RNS is a malayali and not a tamilian.He secured the tenth position in IIT-JEE and not first.During my school days in TN,he was the true hero for a microscopic minority of civil service aspirants.They religiously kept his interviews he gave to magazines like CSR.GOD SAVE INDIA.GOD SAVE INDIANS

I don't know much about IAS job. But being an excellent student and being an excellent administrator are two different things. U can't really mix these things together. When somebody is opting for a job such as IAS, he knows the job he is going to get is not really academeic/technical in nature.There is no need to flaunt your academic brillance. He can very well go to a job which suits his nature and background and lead a happy life.One can serve the nation only when oneself is happy and content. I think it is a waste of time for him and unjustice for the post also he is going to hold.There other ways also to serve the country. With no offence to anybody in my opinion these kind of people are victim of anomolies in IAS exam.

I felt bad about the so called politicians.
But why can't you quate their names here, so that every other people know this. If the public knows something like this., certainly they will teach a lesson.

the more i read these kinda things...the more i become firm on my ideology...with s.bhagat singh as my ideal...and every bad man as my target i am heading towards preparing for IAS after getting my medicine degree....i agree with ARNAB ,,come frends do join me...not to "earn" but to "repay" our country a litle..and to hell with these politicians...they need some hard nuts to crack..and i wanna one of those

It is very sad and reflects the poorest morality of political scenario in our country. Uplift of the downtrodden people is not possible through any one person. There should be a change in selfish attitude of the political leaders. Mr.Narayana Swamy is a role model, and even though he had to quit, his life is very inspiring.
Indeed he tried his level best and even he sacrificed his family to attain his divine goal.Hope his life inspires all the citizens of India.

RNS has done what is expected of any concienctious civil servant. People like him r needed if india has to take its rightful place in the world. A man like him, committed to his principles and brave, will continue to serve india wherever he goes, whether in UN or elsewhere.
What's needed is not words of desperation & anguish at the present state of our country, but courageous people having the desire to serve INDIA, and the intelligence of how to do it, and a brave heart to take on the enemies of INDIA, which the venal in our political class represent.

His problem was that he married a rich girl and his in laws made life hell for him. Another problem was his over intelligence and eutopian philosophy based on mythss and not reality.

I don't know much about IAS job but I can say Person calibre lay in his confidence. Job is for surveillance and self satisfaction and service is for public satisfaction.
Service is sacrifice ourselves to give justice to one who is unknown, which is uncountable. Good and Bad are neighbours. we have to interact with both to extract the good out of it.
Brilliancy is a kind can be implement to extract the things like power, faith from unfaithful idiots who are living in this sacred country. So nothing is here possible only dedication and will power to travel along these evils to brought up the country in better way. Don't go any where be here and fight for.

I also feel very sad about it.But apart from this I want to come to a solution.
My brother is preparing for next year IAS exam and he will ,yes he will definitely clear it next year.I am now doing B.Sc. (First Year)And I will clear IAS exam in next 4 yrs.So if you all want your country to be the no.1 and non corrupted then we all should make a group of IAS officers (who have cleared the exam and who will become IAS officer in future) and who will work for our country.Since in our country there are 99.9% corrupted IAS officers so we need to have a group to fight with those politicans and of course with other IAS officers too because we all know that unity always win with single one.If for Swamy Indian IAS officers lobby has opposed his transfer to another post then the order must have taken back but since we all think that by making black money we can make our family future bright then it's totally a wrong thinking.
