No, Sun. Someone told me to deep fry idlis with veggies - I am not sure about the whole process.

The term cocktail is popularly used as a prefix to most Indian finger foods. These foods have been tampered in its size and service presentation, which started in the early eighties to denote passing of finger foods in platters to accompany cocktails.
It was an attempt to introduce nouvelle concepts in Indian foods, raising it above the mundane.
Yes cocktail idlis are probably served fried in smoking oil, but there is nothing to substantiate this approach. It's rather sad that already steamed idlis are fried.
One could have small steamed idlis passed around with a chutney/dip as cocktail idlis.
